Do Fox have the rights to Northstar?

Yes.
Fox has the rights to every single character that's ever been an X-man, X-man villain, or a 'Mutant'. Along with the Fantastic Four and their villains.

There's only a couple characters that are 'shared' like Quicksilver and Scarlet Witch.

Including Quicksilver in DoFP was a specific move to spite Marvel.

I'm pretty sure that the comic versions of Deathlok (well, one of the Deathloks) and Spider-Man were both employed by the Jean Grey School at one time. Maybe someone should tell Fox about that. XD

They're not mutants. Therefore Fox doesn't have them.

And while they had been in the employ of the school, they were not X-men or under the X-men umbrella. They were essentially guest/co-stars.
