I thought they just sunk it to make Tony really desperate especially with what happened to Rhodey. For some reason I don't think he would have tried to kill Bucky like that if he was still with Pepper an Rhodey didn't get paralyzed.

Yeah, this was my read on it (plus the cost/hassle of including more with her in CW). We've had five? movies now to see Tony develop past a destructive manchild into a superhero who's willing to stand against the worlds govts if he feels it's right. For his actions in Civil War to make sense, there has to be some intensely personal problems in his life shaking him up.

The end of this movie had me wishing Pepper and Tony would work it out, when I have never shipped them before, so for me the way CW handled it off screen was pretty effective.
