Yes. It is a dirty trick to try and start a fight while not looking like you are starting a fight. It doesn't work so well in the CCTV/Cell phone video era as it did in the eyewitness only era. People remember who threw the first punch, or who shoved first, but nobody looks at feet unless it is a big kick. Just getting in close and bringing your foot down hard on someones toes is an easily missed thing, especially when tensions are running high.
