As far as I know, painting is purely cosmetic and if you want to change it, then it's up to you to pay for it.

I don't know where your friends live that they had their landlords pay for it.

In the college dorms, you were allowed to paint your rooms specific colors if you requested the paint, but at the end of the year you were supposed to paint it back or you'd be fined.
