I was always under the impression that if it was cosmetic (ie paint, wallpaper, etc) it was up to you, as it's not something you're paying rent to maintain, but if it was structural or equipment (floor damage not caused by you--ie general wear and tear or poor initial installment--or electrical issues, appliance death etc) then it'd be the responsibility of the landlord to repair or replace at no cost to you.
