I think it really depends on what sort of building you're in/what the relationship with landlord and tenant is. I've lived in some older buildings where landlords tend to handle even the more minor jobs because of the supplies involved. For example the apartment I'm in now has a few non-standard light fixtures and the building manager has said that if I need new lightbulbs, they'll provide them because that type of bulb is difficult to find in stores. I've never been charged, but I would bet the cost gets incorporated into the rent.
