it depends heavily on the landlord and the type of property. I've lived in 6 apartments in my lifetime and I think only 2 of them even gave permission to repaint - all the rest were "thou shalt not alter anything ever and if you put anything larger than a picture-nail into the wall you'll be fined." The other 2 had a deal to attract renters that included one wall of the place painted a color of your choice for free, by them, but if you wanted to paint anything beyond that it was on you and you had to paint it back to beige before you moved out. At least they gave permission up front, you weren't prohibited from painting or decorating.

but then I've never rented anywhere truly upscale like a condo.
