As a landlord: I'll give permission to tenants to repaint (within reason, I'm not having black or deep purple walls in one of my units), but whether I'll pay for the paint depends on whether the painting can be regarded as an improvement.

For example, say the previous tenant left the walls stained and dirty, and before I have time to hire a painter, someone who has seen the place previously approaches me and applies to rent it. If we sign a lease, I'll happily pay for the paint and all the supplies and give them a break on the rent. If they just think the white walls are boring and want to paint the place turquoise, not so much.

Offer to fix nail holes and cracks in the plaster and I'll not only pay for the supplies and give you a break on the rent, I'll bring you cupcakes.
