I am inclined to think it's normal for landlords to leave whatever they can get away with to the tenant. I know we've had the carpet replaced in my place, on our own cost, with nary a turn of hair from the Department, though they will do stuff that is an issue of the functionality of necessities - like plumbing, electrical, even replacing the washing line.
