I don't know how the comic is, but I could see him being Lawful Evil. Thinking that he is the one who knows what is best for the public and doing whatever he needs to do to ensure that. And if he thought [INSERT BAD GUY GROUP HERE] is best for the public, then he has the power and charisma to make his beliefs a reality.
