Same, but for babies. Just because you can make one doesn't mean you should. People who want to adopt have to go through a very extensive screening process, I'm suggesting a basic one for DIY babies. And you can reapply after a certain time or after taking classes or something.

That's a lot trickier considering that babies sometimes happen accidentally, and even doing it intentionally...you can't tell people not to get pregnant. :/ If babies were only obtainable from outside sources, I'd be in favor of something like this for sure...and I share your frustration that adoption is stupidly difficult to do considering how easy it is to just make a baby and how many foster children will never have proper families. :(

I think I slightly misinterpreted the question. I took 'if I had the power' to mean that I could enforce my will, no matter how ridiculous, when really OP just meant the power to make laws. My inner dictator was showing ;)
