I mean I don't think all cats and dogs EVER should be neutered...then there would be no more cats or dogs! (I don't think that's what you meant though?)

I also wish those first things would happen, and in theory I think animal cruelty/abuse/neglect is supposed to be punishable by jail time in at least some places, but I do wish we'd do more.

Ack I worded that badly - I think pet dogs and cats should be neutered, unless you are a licensed breeder or there's a medical reason why the animal can't be neutered. Obviously I don't want all the cats and dogs to go away, it's just that feral or loose animals as well as backyard breeders are making up the population and then some..

Ah, I getcha! And yeah. I also would like to see breeders focus less on bloodlines and more on just breeding healthy animals. Not sure about cats, but with dogs at least, mutts are generally more healthy than purebreds.
