In the same way that people who are elderly or hard of hearing, or who have exaggerated startle reflexes are supposed to "be aware of their surroundings" while being forced to share the sidewalk with vehicles that belong in the street.

Do you say the same thing when they're crossing the street at a light? I always look around me and try to stay aware at a light. People have come close to hitting me even though I had the right-of-way. Doesn't mean I'm gonna stop crossing at the light and living my life. It is not the pedestrian's responsibility to not be hit by things, but it is a risk if you go outside.
