Who tells the president, "this person has met the requirements for the degree?"

If there's a chance that that person could be in the "you need one more class" camp, then you need that class. If that person is in the "you're good to go" camp, then there won't be any repercussions; the college will have granted you your degree, and that's that.

The degree advisor. Sent me several emails and everything, actually awarded it on my transcript.

It's weird because they changed the requirements at the beginning of the year for AAs in florida (I think it's less math and english but this is about another subject) I believe so I very well could be right in either case.

If the degree advisor has actually awarded it on your transcript, then I think you're in the clear. You also have a good argument in your favor given that requirements changed long after you'd started.
