i read it had to do with the amount of cellular activity in the area, not necessarily landmarks? though i went to the mall yesterday and there was nothing there but the local beach has like 10 pokestops and 3 gyms within the park. i mean it's a small mall but still.

My understanding is it's based on a snapshot of cellular activity from several years ago, not the current activity level.
