Maybe he's a little sore about the whole black site secret prison thing. He probably at least expected jail time but not of the supervillain middle-of-the-ocean no-due-process variety.

Yeaaaaaaah. Plus at the time, he was retired. He and Scott hadn't even LOOKED at the "contract" the Avengers were told to sign, so technically, the terms shouldn't have applied to them. Especially not the no-due-process term that Ross (and Tony, the Accords' champion) conveniently never mentioned.

Yeah, this probably contributes to a lot of it. What the UN (?) did was completely unconstitutional and possibly against the Geneva Convention (at the very least).
