Depends for me. For example, I always assumed Goku and other black-haired characters with Japanese or Chinese names in Dragon Ball were Japanese, but didn't extend this to, like, Vegeta or the other Saiyans. Even though his features are no less or more Japanese than Goku's. And, also, I always saw everyone in Inuyasha as Japanese, because the entire show is about feudal Japan and Japanese folklore.

But the multicolored-haired characters with Japanese names in a lot of anime shows read to me as...not white, but not Japanese either. Yeah, some kind of invented non-RL race.
