I have not even the most rudimentary understanding of website making but this sounds like an incredible pain in the ass. and I would have expected a little better from Google? Like, I know they're a Powerful Monopoly which sometimes = stubborn uselessness but usually their stuff is so user-friendly and practical.

I would've expected better too! My thought going in was, "Google? Oh man, this is gonna be great!"

Alas, not so much. :-/

I have a feeling that it's about brand control. They don't want someone to make something like this and have it associated with them.

This isn't on Google, it's on OP's clients. Handing someone Google Sites to design and build a custom website is like handing someone an Easy-Bake Oven to cook a three course meal. It does what it's designed to do, but it isn't anywhere near the right tool for the job.
