Hannibal/Will - as fucked up as it is - relies on mutual feelings and consent.
Keller/Beecher is all about obsession and addiction. They are the center of their own universe.

Harley is merely a tool for Joker. She's convenient, but she's not the big love of his life. He treats her like a pet or a toy he can take out when he feels like it. Both obsess over each other in different ways; she's his property, and he's her everything.
In SS, in the original helicopter scene, Joker tried to kill her, not save her. It's all about control. Then again, the original scene isn't exactly canon.
But even so, I never felt like there were any genuine feelings on Joker's side. He doesn't want to know her, he wants her to be whatever he tells her to be.

Ultimately, I wouldn't say the same about W/H or K/B.

+1, the Joker could walk away tomorrow and be totally fine with it. None of the others could do that.

David Ayer said "[Joker] loves her, but he can never admit it. He hates that he needs her and it drives him even crazier."

He loves her like a baby loves and needs his blanket. Tho I don't doubt he loves her in his own way, Harley's feelings of love are mostly one-sided. That's the way they've always been written - how I also interpreted it in SS, despite what may have been intended - and until we see more, I don't have enough reason to think otherwise. She's not, in essence, his one true love.
