I mean, let's face it. Near was a prick. But, he was a prick with a distinct personality. Ohba and Obata flat out admitted that the only reason Matt was even created was so that Mello wouldn't have to talk to himself. And, I'm sorry, but being a personified soundboard does not a personality make. Especially when your "characterization" consists of:

Wears ugly clothing.
Thinks Misa's hot.
Dies.

He was indeed. I love him for it, but yes. I'm not sure how anyone could think he has no personality. He has a strong and like you said distinct personality. Just because he's dismissive of others and keeps mostly to himself doesn't mean he has no personality. Double-agreed on Matt. I say it every time, but I will never understand why people are so intrigued by him. He's a glorified extra, period.
