I don't think she does anything especially stupid. She's pretty inconsiderate of Barb when they go to the party, because she had a crush on a boy and she'd been drinking. Considering the lengths she goes to find Barb afterwards I don't think her character is defined by doing "stupid things".
I guess if you haven't seen the show that doesn't mean much, but the word "agency" isn't necessary. She makes some rebellious decisions and does many incredibly brave things afterwards but there's an disproportionate focus on the "bad teen girl decisions" she makes.
