No, adding two words that aren't there and ignoring the capitalized series of words - a standard for titles - makes it read like that.

The commas made it difficult to parse as a title, at least for me.
One of those sentences where you have to really think about it to figure out what it's trying to say, basically. As opposed to glancing at it to get the gist, which is good enough for most comments.

I don't think it's the state of education, as such. More that the brain tends to take shortcuts, and sometimes those shortcuts have weird results.

The title not appearing to be a title at first glance is just another result of the way the brain processes written language.
