what I can't stand is lateness where the person is an hour late and does not bother offering any sort of an excuse or even an apology.

Now, that's just rude and inconsiderate--but not what I'm talking about. I'm thinking of those "If you're on time, you're late" types.

That ain't what you said, though. You just said "lateness." If you meant the real life version of The Clock King, fucking say so, because for most people "late" means "late enough that you are, in fact, causing material inconvenience."
