Not necessarily. The kind of ship-hating nutcase OP describes are perfectly able to turn the mood of a fandom into a toxic place of hostility all by themself.

And even worse it can damage the source material. I've seen people saying that they won't watch a certain show with a terrible fandom because fandom activity is important to them and they know they won't be able to have a positive fandom experience with this show.

When it's a show struggling to get another season greenlit because not enough people are watching it. So, a fandom scaring possible viewers away can be kind of a serious problem.

I wonder if they're talking about when it crosses over into harassing creators?

I don't remember the specifics, but I think I remember hearing about how some game developers have stopped taking any sort of fan feedback and working with fans because of bad fan behavior.
