To be fair, while Age of Ultron came out after Winter Soldier, it was written - sans Bucky - in 2013, and they started production before Winter Soldier was released. It's less that Joss ignored Bucky despite Winter Soldier's popularity, more that the production team didn't rewrite and find the budget for another cameo that would have nothing to do with the main story several months into production, after the figures came in. Which is frankly a pretty reasonable choice - see Spider-Man in Civil War for how shoehorned-in-after-the-fact cameos go - given that they wouldn't be able to really devote enough time to satisfactorily move the Bucky plot along, and a mention accomplished the same thing a cameo could have.

Bucky also would have tied up Steve's secondary character slot, meaning Sam couldn't appear, and having Sam be there to set up that yes, he is an Avenger, and will be appearing as one in Phase Three was a lot more important from a storytelling standpoint. It's the same reason Rhodey was in the movie and Pepper was only there as a mention. Each of the main three solo lines was basically budgeted one supporting character appearance.
