Most sex shops do sell lube in single-use packets. At least, all the sex shops (both brick-and-mortar and online) that I've shopped from have numerous brands of lube, and nearly all of them come in both bottles and little packs, in case you want to try out a new brand but don't want to commit to spending $15+ dollars per bottle.
