In a universe where HYDRA successfully infiltrated the highest levels of the US government, the Vice President collaborated with terrorists to commit treason, and a general of the US Army took American forces into Brazil to follow his Hulk-related agenda, I don't see how mistrusting authority (repped by same general from above) is somehow the emotional, reactive choice.
