I do. I live in Belgium (which technically CAN penalize users according to letter of law, but in practice it basically does not happen).

Speaking from experience with a city inundated with a really terrible heroin epidemic at the moment: mostly because it's not just that they're using, it's that they're committing hella crimes (robbery, burglary, vehicle theft, etc.) in order to get the money to keep using. Then committing even more crimes (assault, etc.) when they get caught or have people that defend themselves/their property.

I don't have a strong opinion, but if a drug impairs you to the point that you are a danger to others/surrounding property, arresting someone has safety merits.

Because it's just as much against the law to use drugs as it is to deal them?

Dealers can generally afford better lawyers, users seldom can. Easy target for the activity in lieu of achievement mindset.
