I guess the unkempt part is just a matter of personal taste, but as for the critters, there are less places for them to hide in short grass, and you're more likely to see animals like snakes coming and aren't as likely to step on them by accident. Also, as far as ticks and other small, bitey bugs go, it's easier for them to crawl up your legs in longer grass.
