Cousins, so wouldn't even count as incest in most of the world, including in most of the US at the time that the characters were created.

North America, South America, Europe, Australia, the Middle East... pretty much every except East Asia, really.

In much of Europe you would have to ask special permission (if it were allowed at all), so it did count as incest, just a lesser version.

When I think incest, I don't think cousins. I mean, at least not in fandom.
