Anora definitely. Did she try (and succeed depending on how you play it) to manipulate things to stay on the throne? Yes, but I like to think that the epilogue is right and she is ultimately a good monarch, and can, in the case of an arranged marriage with him, get along with Alistair to create an effective ruling team.

My first playthrough, my mage arranged for her and Al to marry (and he was hardened, so his epilogue said he worked to be good at it. I actually think with subsequent canon, he eventually learned how to rule well anyway. Anora would have sped that up though.
