I get that, but I do think AUs are an exception (which OP seems to think, too, maybe) and I've read some amazing AUs that had a lot of world-building unto themsrlves that I thought would make great original fic.

I've ended up really enjoying some AU RPF for actors who I knew nothing about and wasn't that sure what they looked like. Not much different from readying an original romance novel at that point.

I think the line is more blurry than people think. How many successful books probably started out as a fannish self insert fantasy?? Probably tons. The authors are just inspired and skilled enough to make it into their own.
