When people realized that bullying is a form of abuse and depending on how physical it got a form of assault as well? Abuse doesn't stop being abuse because it's commonly thought of as happening between peers under the age of 18. Not that bullying stops happening for everyone when they hit 18, if only, but people start calling it abuse instead of bullying.
