Scabies can indeed be localized. Bed bugs, usually not. Psoriasis and other forms of dermatitis would also cause your symptoms; often times skin conditions that are only mildly irritating are less noticeable during the day and more noticeable at night when you stop being distracted by all the other shiny stimuli around you.
