In fact, sometimes they can. UK law established the principle of Gillick or Fraser competence a long time ago to allow mature, older kids more say over their own lives. This competence is subject to decision specific testing, just as people with mental impairment (dementia, LD) can exercise decision making in some circumstances. I'm very proud of that. People have rights, and that include children.
