Housing is because they didn't want people to hide out in their plot/wanted the housing areas to feel somewhat alive.

They can feel alive and make them special instances. I would LOVE a house, but I don't have the gil nor do I wanna drop such a lofty amount on a plot. It's ridiculous.

Besides, the few times I've been to some of the housing districts? they are always so empty. I never see anyone and if I do, it's at the vendors in the back and that's usually like...one person or two.
