Oh it already is solving the adoption problem is just about the entire industrialized world. Many countries that used to adopt out tens of thousands of unwanted children per year have closed their borders because there are more parents who want to adopt domestically than there are available children. Prospective adoptive parents have huge waiting lists, even if they're willing to adopt an older/less than healthy child.

The real problem is that there are so many kids suffering in foster homes now, and that is the result - at least where I live - of kids not being allowed to be permanently adopted out on the off chance their deadbeat parents get their acts back together. Because nothing's more important than biology, even if you lost the kids in the first place because you starved and beat them in your crack shack!
