Probably because his character is the one with the most plot hooks attached to him, and a good fanfic writer has a lot of material to work with.

Kylo has a lot more mystery surrounding him, whereas Jacen was the annoying whiny kid in Young Jedi Knights (to me) and then this all knowing person New Jedi Order and then he went crazy and dark side and just killed Mara and it sort of came out of nowhere. But with Kylo we don't know his backstory.

Eh, I loved Jaina in the EU and Mara too. I miss them.
