On the rare occassions I have to dress fancy, I still never wear heels, and no one has ever said anything to me about this and I've never overheard any snide remarks. It's easy to get away without heels, especially if you draw attention elsewhere by keeping your shoes formal but boring and putting visual interest elsewhere (which a fancy neckline and bright, sexy red dress woud do).
