I have no idea what's wrong with that question, unless it's done specifically to needle you. Some people don't wear their emotions on a sleeve, and if you can't tell if someone is upset about something, it's generally a good thing to ask (assuming it involves something you can change/help with/whatever)

It just never stops at "no". It tends to escalate when people can't take my "no" for an answer.

It probably depends on the context and it should be okay to ask people if they're angry if you genuinely don't know. However, it's the kind of question that could be asked during an argument by someone wanting to dismiss the other person's position by implying they're having an emotional reaction and any emotional response is a disqualify-er, or a similar situation.

I can count on one hand the times it was the first situation. Every other time it's been the latter situation or as an attempt to start something.
