He can be a tragic character and still a bad guy. And in fact I think this is the case. Honestly I don't know why you'd expect anything other than moral complexity in Watchmen

(to be clear I haven't seen the movie just going off the comics)

Even based off the movie, I agree. I've only ever seen the movie. He was a shitty person. You can be both a villain and tragic.
