I would put Rorschach down as less of a bad guy because a) he probably hasn't raped anyone ever and b) he had a more tenuous grip on reality than the Comedian and I'm not sure anyone as whackadoo as he is can be held entirely responsible for his actions. I mean, the Comedian was also mentally fucked up. But maybe not as severely/in different ways? Idk, Watchmen isn't known for characters who're paragons of virtue.

I'd say Rorschach was the most tragic character out of the main ones, to be honest.
