I don't get this. In what way is anime allowed to show a gay couple without it being considered just "pandering" then? Only if it's two hairy masculine older guys, or something? It kind of seems like you're downplaying gay presence and relationships. Are straight relationships also considered pandering?

Not them, obvs, but I think Card Captor Sakura had Yukito/Touya and their relationship felt pretty natural, since people didn't focus on them being gay together. Same with Shaoran's crush on Yukito, people didn't make a huge deal out of it and it was treated just like Sakura's crush (except for the whole "attracted to moon magic" cop-out).

Are straight relationships pandering?

Yeah they certainly can be. For non-pandering gay relationships I'd personally look to those written by gay authors for a gay audience, as opposed to those written by straight authors for the clear purpose of titillating a straight audience.
