I think I'll need a source on the fujoshi pandering claim.

How is Yuri!!! On Ice any different from Yamamoto's other works? Should her Mine Fujiko prequel be considered as het fanservice to sell merch to heterosexuals? Sexy is her jam. Besides, the official art and merchandise for this show isn't like the ones for shows like Free! or K Project.

As stated in a post above, the romance wasn't even intentional from the beginning drafts, it's just how it turned out. If it's a fantasty story then it's Kubo's wish full fillment fantasy concerning Machida's retirement.
