I've noticed that everyone's talking in terms of two possibilities:

1): There was no voter fraud. Donald Trump is President, but we can at least trust that our vote counts are honest.

2): There was massive voter fraud in all three states that pushed them towards Trump. Hillary Clinton is President, but trust in the voting system takes a downturn.

I'd like to propose a third possibility:

3): Someone managed to pull off small-scale voter fraud, but not enough to shift the election, because voter fraud is hard, yo. Donald Trump is still President, faith in democracy goes down anyway, and the country is even more divided.

She must be hoping for 2. I gotta say though, unless there is really knock out evidence of widespread voter fraud then she has just killed the Democrat chances of a 2020 presidency. If she tries for a recount victory and fails then the GOP campaign for 2020 is going to to be The Democrats are trying to steal the presidency again, only high Republican turn out can stop them. And they will flood out.

Republican attitude to Republican voter fraud is different from Democrat attitude to voter fraud of either party. To republicans it just means they've found a way to outsmart the liberal elites and keep the wrong kind of people from voting while ensuring the right kind of people get power. Finding of Republican voter fraud will do nothing to suppress Republican votes because it is just seen as another way of the evil Democrats keeping the common clay of the new west down and under the heel of out of touch liberals. That is if they accept any finding of Republican voter fraud at all, and instead call it manufactured evidence by the liberal media.
