Because the regime he replaced was even worse, and half the horrible things he did were in response to the US illegal blockade too. If we'd pulled out of Gitmo and not been such dumbasses over Cuba choosing Russia instead of us, and worse not letting itself get reconquered by the US like most of Central America, chances are it is a problem that would have solved itself before the 1960s were finished. Our stubborn my-way-or-the-highway approach to Cuba and our inability to admit when we screwed up really made things worse there, and we're repeating the same mistake in Afghanistan too because we cannot admit we blundered into an unwinnable war there with no exit plan in place first.

Blaming the US trade embargo is disingenuous at best when you consider that it only applied between the US and Cuba. Cuba has plenty of allies in Central and South America, and they're free to do business with the rest of the world. They get millions of tourists a year. Cuba's problems are a direct result of failed economic policy, corruption and a 50+ year dictator and his friends looting the country.
