That's not what the person is saying. If a story is a romance between two girls and neither of them show interest in men, I think you can just say the story is a lesbian one. In terms of narrative, a character's identity is only what has been shown to us. If a woman only shows interest in other women, she's a lesbian. If a woman show interest in men and women, she's bi.

You can have "headcanons" all you want, but, at the end of the day, all that matters is what has been shown in the story.
