What is the Uncharted series like in terms of characters/character development/character relationships? I found TLOU to be strong in these areas, which is the main reason why that game was so touching for me.

I don't know a single thing about Uncharted. Nada. But people's excitement over it makes me wanna plaaaayy

Well, I found the opposite about the characters and relationships in TLoU to be frank. To me, it felt forced and stilted, as if the writing was trying to make up for a natural progression by just shoving a proxy relationship for a father-daughter scenario in front of an audience who are statistically extremely likely to themselves be new fathers (average video game console owner is now 25-35). But then, that's just how it came off to me so ymmv. I hated that tactic when they did it in Resistance 3, and I still hated it in TLoU.

Uncharted's characters and their relationships worked a lot better for me because it felt less like it was trying to be manipulative in order to score a big emotional reaction. Drake and Elena are probably my favorite video game hetero couple because they're actually the most believable one I've ever seen (they enjoy the same things, they're both equally matched and capable, their banter doesn't come off as too "cool" because they're both kind of dumb nerds in a sense). They basically work the way real long term relationships work, in my experience. It's really refreshing and a lot more satisfying than some pasted on Mass Effect romance

Although basically my (non-spoilery) emotional reaction to U4 could be summed up as: DRAKE YOU STUPID FUCKING IDIOT JUST TALK TO YOUR AMAZING WIFE WHY ARE YOU SO STUPID.

Like I said above, I'd highly rec just trying out the first one and seeing if you like it. It's not very expensive at this point, and it's a really good indicator of whether or not you'll enjoy the rest of them.
