Just think of how things are done in movies:
A PG-13 sex scene is still going to DEFINITELY be a sex scene. People are getting pretty hot and heavy, clothes might come off but most of the skin stays covered, maybe there's a bit of heavy petting and people climbing all over each other. It still something you'd feel a little bit weird about watching with your parents, but then at the last second it spares you the gory details. Maybe it throws in a bit of moaning, a camera pan, and a cute visual of a train pulling into a station to let you know that certain body parts are interacting. This would be a sex scene, but it wouldn't be an explicit one.
The R sex scene shows a lot more. Butts, boobs, skin, movements, noises. It's fairly explicit but skirts the line of being X rated because there's no visual of genitals. It's something you probably don't want to watch with your parents around. This is a sex scene you still might call "explicit" but it's not going to get a porn tag. It also might disappoint someone who was out looking for porn if you called it porn.
I'm sure I don't have to go into what constitutes an X rated sex scene.
But either way, they are all correctly called "sex scenes", because that is what they depict to varying levels of immodesty.

I'm not trying to say that you have to kowtow, but that you must realize there is a convention to what those words mean, and that when you use them to mean something else you will inevitably wind up confusing other people who understand them to mean something different.
