Because the female characters with long hair look like they deliberately chose to have that hair. Same with other long-haired guys like Jesus.

Daryl and Carl both look like they only have long hair because they haven't had access to a pair of scissors in years. Daryl especially has the hair of a homeless guy who's been living in the bush. It's just not a good look, in my opinion. I can understand it in his current circumstances but it's been like that for years now, just getting slightly longer and greasier with each season.
